Inputs to research and debates on public service delivery in achieving human rights and the Sustainable Development Goals
Child Identity Protection (CHIP) has offered inputs to inform the forthcoming global report on the role of public service delivery in the promotion and protection of human rights and in the achievement of the Sustainable Development Goals (SDGs), including in relation to the protection of persons in vulnerable situations, that reflects best practices, challenges and recommendations in assisting national Governments in delivering transparent, accountable and efficient public services. Given its expertise in children’s rights to identity, CHIP has shared information, developments, opportunities and challenges relating, mainly, to the implementation of Articles 7 and 8 of the Convention on the Rights of the Child and the achievement of SDG 16.9. Indeed, CHIP’s inputs following Human Rights Council resolution 52/8 have focused on the main institutional and practical challenges identified in relation to birth registration service delivery and access as well as examples of promising practices and approaches to overcome the latter, and on the digitalisation and involvement of the private sector in this field. CHIP’s inputs have highlighted that the achievement of SDG 16.9 can also facilitate the accomplishment of other SDGs, such as SDG 1 on elimination of poverty, SDG 4 on access to education and SDG 5 on gender equality, thus preventing child marriage.
CHIP welcomes this opportunity to contribute to the reflections at global level on the delivery of public services in making progress on human rights implementation and SDG achievement, and looks forward to continue cooperating with partners on this issue.
