Legal opinion on Irish Birth Information and Tracing Bill 2022
Actors involved in the current reforms related to the Irish Birth Information and Tracing Bill 2022 (Bill) have requested an independent legal opinion from Madame Maud de Boer-Buquicchio, President of Child Identity Protection among others,* on the compatibility of the Bill with international standards. Given the vast international experience of Madame de Boer-Buquicchio, including as former UN Special Rapporteur on Sale and Sexual Exploitation of Children and her mission to Ireland in 2018 within that mandate and the objectives of CHIP, her views provide significant insights on the State’s obligations to uphold the child’s right to identity and freedom of information. This legal opinion is based on this context.
